CFIS Historic Documents

The Trust is one of only two serious historical studies of the Soviet intelligence operations against the West during the 1920’s. Written by Raymond G. Rocca while Deputy Chief of Counterintelligence at the CIA, the typed manuscript of The Trust was copied and circulated throughout the senior levels of the CIA during the late 1960’s. None of these copies survived; and by the time the study was declassified in 1988, only a draft copy could be found in the CIA’s archives.

By then retired, Mr. Rocca re-wrote the draft and restored it to final form in 1989. With the knowledge and consent of the Central Intelligence Agency, he gave the final manuscript to the Center for Intelligence Studies for publication in June of 1990.

The copy posted here is the only one still known to exist; and because its immense historical value, we are pleased to make it available to historical scholars and the interested public alike.
