The Speaker of the House
of Representatives, The President Pro Tempore of the US Senate, And the distinguished Members of the House and Senate: Gentlemen: On behalf of the Members and Board of Directors of the Center for Intelligence Studies, I am writing to propose that the United States withdraw from the United Nations Organization in favor of a new international body composed entirely of free and independent democratic states. As you are surely aware the UN was originally formed to promote international peace. But it has failed in this task, as it has also failed in all of the other tasks that have been assigned to it or aggrandized by it. Throughout the Cold War the UN routinely sided with Communist totalitarianism; and by so doing, promoted and encouraged aggressive war throughout the world. Moreover, the UN has a long history of embracing dictators, tyrants and terrorists, to the detriment of legitimate democratic governments. Most recently, the UN has claimed to have a legal right to veto defensive military actions undertaken by sovereign states - including the United States of America - and has falsely asserted a right to levy and collect taxes upon certain types of international commerce and trade. The United Nations is a failed organization. Moreover, it is an affront to our most cherished values of freedom, democracy and limited national government. For these reasons, we believe that the United States should formally withdraw from the UN in favor of a new international organization limited to bona fide democratic states - that is, states that are governed by a clear constitutional order that in actual practice guarantees the rights of their citizens in a manner similar to our own Bill of Rights; and provides for free and fair elections, an independent judiciary, and a free press. We further propose that this new organization should be called the Association of Democratic States; and that as the leader of the Free World, the United States should take the lead in its formation. We believe that the purpose of this new organization should be limited to consultation among and between the world’s democracies, and the coordination of their foreign policies in relation to the non-democratic world. We further believe that the United States and other members of the Association of Democratic States should withdraw from all of the many UN sponsored international sub-organizations including but not limited to the IMF and the World Bank; and that trade preferences and foreign aid should be limited to applicant members of the ADS only - that is, to non-democratic states that have made a solemn commitment to democracy and are able to demonstrate measurable progress in that direction in accordance to realistic and agreed to timetables. We hope that you will agree that the proposal we have made here is realistic and achievable; and that you will support us in our efforts to secure the United State’s withdrawal from the UN in favor of the Association of Democratic States at the earliest possible moment. To this end we invite you to join with the Center for Intelligence Studies in a bi-partisan Coalition for An Association of Democratic States. We understand that this is a truly momentous undertaking, one that will alter a central tenet of American foreign policy that has stood unchallenged for almost six decades. For that reason the Board of Directors and myself are available to discuss this issue with your or your designated staff, or to answer any questions regarding our proposal that you may have.
